A Dallas native with a global perspective, Maggie Parker founded Innovan Neighborhoods to bridge the gap between technical real estate expertise and authentic community engagement. Her work is defined by a "localized heart," ensuring that as neighborhoods grow, they maintain the cultural soul and economic stability that longtime residents deserve.


With over a decade of experience in community development lending, capacity building, and large-scale real estate execution, Maggie has established herself as a leading force in reshaping the DFW metroplex through intentional, high-impact development.


Under her leadership, Innovan Neighborhoods has established a $100 million pipeline of affordable housing and small business-anchored projects. Maggie specializes in navigating the complexities of public-private partnerships, having assisted community partners in positioning and securing over $15 million in revitalization investments across the Dallas-Fort Worth area.

  • Established a $100 Million Pipeline: Led the development of a $100 million pipeline focused on affordable housing and small business-anchored projects since founding the firm in 2019.
  • Secured $15 Million in Revitalization Capital: Assisted community partners in positioning and securing over $15 million in investments for neighborhood revitalization across the DFW metroplex.
  • Pearl Ridge Leadership: Spearheaded the 16-acre, 202-unit Pearl Ridge residential subdivision in Southern Dallas, managing over two years of community engagement to ensure the project met local needs.
  • Bottom Neighborhood Success: Partnered with the Golden SEEDS Foundation to deliver for-sale affordable housing that provides residents with over $125,000 in day-one equity.
  • Berry & Stalcup Transformation: Acted as co-developer for a $15M+ mixed-use "Urban Village" in East Fort Worth, transforming a site that had been vacant for a decade into a catalyst for community investment.
  • Strategic Global Partnership: Established a strategic partnership with Matthews Southwest (MSW), leveraging a 30-year international track record to execute large-scale, transformative local projects.


Systems Innovation & Financial Leadership


  • Founded the Community Developers Roundtable (CDR): Launched a collective network in 2022 to build the capacity of diverse non-profit and for-profit developers.
  • Deployed $1.7 Million in Capital: Facilitated the deployment of $1.7 million in pre-development and construction loans in partnership with BCL of Texas to bridge the gap for high-impact projects.
  • Expanded Housing Pipelines: Successfully grew the collective CDR pipeline from 730 to 842 affordable housing units and increased commercial projects from 9 to 15.
  • Raised Critical Infrastructure Funds: Raised $1.7 million specifically for a Pre-development Fund, executive coaching, staff training, and professional consultancy (CPA/Tax) for emerging developers.
  • Established Mosaic Futures: Founded a dedicated 501(c)(3) non-profit to serve as a fiscal vehicle for aligning institutional capital with community-led heritage and priorities.
